SPA's Sea Land Air (SLA) Division supports a diverse portfolio of national security government clients, including the Undersea Enterprise, the Navy Surface Community, the Navy MPTE Enterprise, the Army, DoD Agencies, DARPA, OSD, international clients including the Canadian Navy and Australian Defense Force. Our primary objective is to provide timely, objective and analytic assessments that integrate the policy, operational, technical, programmatic and acquisition aspects of our clients' challenges.
Leveraging both in-domain and cross-domain expertise to maximize our clients' success, SLA Division acts as trusted agents to senior decision-makers and key leaders and excels at providing data driven analytic insights, systems engineering, strategies and plans that address current and emerging challenges to national security.
The Undersea Platform Analysis Group (UPAG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to NAVSEA Team Submarine program offices and key stakeholders surrounding submarine platform construction. Team Submarine unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy's top acquisition priority), the Virginia-class SSN program and the new SSN-X program (developing the next generation attack submarine), to bring improved capabilities to our undersea forces. Analysts and Engineers supporting Team Submarine will continue SPA's decades of support to the SSBN force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. These are high-profile, major acquisition and manufacturing programs of significant importance to the future capabilities of the US Navy in an era of renewed strategic competition.
SPA has an immediate need for an Engineering Program and Financial Manager in West Bethesda, MD (NSWC Carderock). Your role will be to act as a financial manager directly advising senior clients on program management decisions on the basis of rigorous financial analysis. #MC
Responsibilities
The Engineering Program and Financial Manager will coordinate planning, management, and execution of funding and financial plans for a complex defense manufacturing effort, with a focus on supporting client leadership decision making through detailed analysis, advice, and financial management. In this role, you should expect to independently engage with client leadership and SPA team members to identify and address program planning and execution needs and independently engage across government and industry stakeholders, utilizing a familiarity with Government financial analysis, program management, and data analysis. This position is located in West Bethesda, MD, with the potential for light telework.

Qualifications:
Bachelor's degree in a STEM or business field, engineering preferred.

years experience managing finances and execution for Navy or other DoD acquisition program efforts.

years of proven experience working with government financial analysis tools to analyze program financial data, schedules, and procurement plans in support of regular senior leader decision making, with the ability to simplify complex problems and make actionable recommendations
Experience working with an interdisicplinary team, and ability to take initiative to independently tackle analytic challenges
Proficient in using Microsoft Office, specifically Excel, Word, and Power Point to analyze data and eloquently communicate to decision makers
Current DoD security clearance - minimum Secret, with the ability to maintain it throughout employment
Additional Qualifications Desired, but not required:
Data analysis tool experience (VBA and/or Python)
Experience with Defense Acquisition System DoD 5000 series and Navy or DoD program planning
Experience with and knowledgeable of the Navy requirements and program office organizations and processesEstimated Salary: $20 to $28 per hour based on qualifications.

The check will bounce and the victim is left responsible.
