The Senior Research Scientist will take full ownership of leading health care program and policy projects working with both the federal and state governments, including projects involving policy analysis, literature reviews, structured interviews data and financial analysis, claims analysis, program and implementation support and monitoring, and technical assistance.
The successful candidate will contribute to projects such as those that assess and improve the delivery of Medicaid benefits to children; track participation in the health insurance Marketplace; or collect data to assess and analyze the impact of Medicaid rule changes.

DEPARTMENT:
Health Care Programs ResearchNORC s expert staff has extensive knowledge of all aspects of health care delivery, from private marketplaces and employer-sponsored insurance to Medicare and Medicaid; from large health care systems to small clinics; and from the needs of children to those of older adults, people with disabilities, and ethnic and racial minorities.
Our expert team includes social scientists that acquire, collect, and analyze data from health care organizations and patients; evaluators; health services researchers; health-policy analysts; and professionals with first-hand experience running and supporting health care programs.
Responsibilities:
Provide consultative policy analysis, and operational and technical support for federal and state clients focused on key domains of health-services research, including payment and delivery-system reform, population heath, health-care quality, health equity, and social determinants of health.
Serve as project director with budget responsibilities on complex scientific and/or technical components of a large project or series of smaller projects designed to implement and assess health care programs.
Apply advanced methods and techniques in the design and conduct of quantitative and qualitative research studies and analyses; direct and oversee environmental scans and literature reviews; develop structured interview protocols and content; and lead stakeholder interviews.
Provide technical leadership and coordination of design/analysis plans and technical reports, OMB Clearance packages, and other key deliverables.
Oversee the work of others and ensure integrity of the research methods and approaches.
Manage contracts and work closely with clients to ensure that contractual requirements (deliverables and timelines) and client expectations are met using the highest standards of quality and collegiality.
Manage multiple project teams of senior, mid-level, and junior staff, and bring in experts as needed, to meet client expectations and contractual requirements.
Monitor and oversee the financial and administrative aspects of ongoing projects.
Author and present research at client and professional meetings and lead the creation of final project reports.
Submit articles for publication in referred journals.
Independently draft and manage contract proposals and grant applications, communicating effectively with clients, consultants, and members of the policy and research community.
Responsible for developing business within area of research expertise.
Participate in and contribute to internal discussions and strategic-planning for future research opportunities and the implications of ongoing policy-making for new areas of research.
Supervise and mentor staff assigned to projects.
REQUIRED SKILLS:
Master or Doctoral degree in public policy, public health, health services research, economics or related fields (training in an array of social science disciplines will be considered).
At least 9 years experience in positions of increasing responsibility in policy analysis; policy research; or research, policy, and implementation work within a state Medicaid agency or with federal Medicaid policy (or equivalent education), including at least 3 years of social science project management as well as experience with the design and execution of social science research and in publishing results.
A strong career-appropriate record of peer-reviewed publications.
Must have a proven ability to secure project work (either contracts or grants).
Extensive knowledge of the Medicaid program, including payment and delivery system reform, provider payment models, coverage policies, programmatic requirements, quality monitoring, and enrollee access to services.
Familiarity, understanding, and/or experience with key Medicaid focus areas such as health equity, maternal and child health, social determinants of health, behavioral health, and home and community-based services.
Experience working for a state or the federal government or a federal or state contractor, ideally with work focusing on the Medicaid program.
Experience with conducting policy analysis in a government or professional services environment.
Experience with and knowledge of the principles of quantitative and/or qualitative research design, data collection, and data analysis.
Experience with estimating project and proposal costs and managing project budgets.
Excellent oral and written communication skills and aptitude in leading and working with project teams, coordinating multiple projects (including those run by others within NORC).
SALARY AND
Benefits:
The pay range for this position is $130,000 to $207,000.
This position is classified as regular.
