Budget Analyst

POSITION DESCRIPTION:
PERIKIN Enterprises maintains a contract with the National Nuclear Security Administration (NNSA) Office of International Nuclear Security (INS) (NA-211) within the Office of Global Materials Security (GMS) (NA-21) to support the Department of Energy (DOE).
The Budget Analyst will support training activities for the DOE, National Laboratories, and other Program contractors, including but not limited to utilization of the Program financial system, cost reporting and budget overview, inventory reporting, and related systems such as word processing and spreadsheet application software.
Coordinate with Contracts Representatives (COR) and senior program leadership to ensure all contracts are funded appropriately.
Prepare, analyze, reconcile, and clearly communicate project status to the Program as required and needed.
PRIMARY JOB DUTIES Supports the organization's annual financial programming, planning, budgeting, and evaluation (PPBE) process.
Serves as the primary financial representative to develop budgets, confirm work scope, and analyze potential risks for nuclear security engagements and collaborations.
Responsible for tracking and monitoring monthly execution rates and forecast projections to ensure the successful completion of activities, engagements, and/or projects.
Assists with cost reporting process by gathering and consolidating monthly cost data, commitments, and balances.
Manages the development, frequency of updates, and availability of INS Program Management Plan (PMP) and INS Project Work Plans (PWPs).
Accountable for financial program and budget execution status and preparation of program evaluation/status reports.
Manages over $225 million of allocated project funds, which consists of nearly 60 countries and 10 technical budgets.
Provides technical expertise on budgeting and financial management issues and recommendations for strategic solutions to improve programmatic operations.
Coordinates with INS Director/Deputy and Program Directors in formulating INS information to the GMS front office for submission to the Office of Management and Budget (NA-MB) that is incorporated into the NNSA budget submission.
Coordinates with Contracting Staff and GMS Budget Officer to ensure all contracts are funded appropriately.
Maintains appropriate financial documentation on the internal and external network drive.
Responsible for coordination and communications with the INS federal project managers and project controls experts from eight national laboratories.
Informs INS management of all major planned milestones, evaluation of projects, and financial status in a clear, concise, and timely manner.
Monitors financial status and cost projections to proactively recommend revisions in program funding to meet annual carryover target requirements.
Conducts and leads quarterly budget reviews with federal staff to provide updates on major projects and the likelihood of execution.
Provides training/onboarding sessions to new and current staff members to provide guidance on budget/financial processes and procedures.
Understands INS program goals, objectives, and criteria to provide authoritative advice and recommendations on the program as well as briefings in formal and informal settings.
Makes effective use of the proper communication channels such as staff meetings, emails, briefings, and reports.
Drafts papers and presentation materials for senior management to present to individuals and groups from within NNSA or other organizations.
EDUCATION & EXPERIENCE Bachelor's degree in Accounting, Finance, or other relevant field 3 years experience in federal government budget planning and execution MINIMUM REQUIREMENTS Active DOE Q (preferred) or Top Secret security clearance Must have excellent communication and organizational skills Must be able to work independently and with minimal direction and supervision Possess extreme confidentiality and professionalism and the ability to prioritize, monitor, and work concurrently on multiple projects and tasks Knowledge of Microsoft Office software applications Advanced knowledge of Microsoft Excel to include functions such as vlookup, sumifs, pivot tables, and graphing PREFERRED QUALIFICATIONS Experience in governmental accounting Experience interacting with federal oversight Experience working with NNSA National laboratories PHYSICAL REQUIREMENTS Prolonged periods sitting at a desk and working on a computer Must be able to lift a min of 15 pounds at times Some travel to domestic and international locations may be required BENEFITSPERIKIN offers a comprehensive benefits program including:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
