Business Analysis Lead

ECS is seeking a Business Analysis Lead to work Remote/ in our Bethesda, MD office.
Job Description:
ECS is seeking an experienced business analyst to lead stakeholder engagement, needs analysis, and requirements documentation for its National Institutes of Health (NIH) portfolio evaluation program, working directly with the team of management professionals and data scientists.
The selected individual will have a strong background in end-user needs analysis, process and workflow analysis, and requirements best-practices related to IT and AI/ML solutions.
Requirements collected will support the development and implementation of software solutions for portfolio analysis, data analytics and forecasting tools, including those for data mining, curation, manipulation, verification, cleansing, analysis, forecasting, reporting, and visualization.
The ideal candidate will have direct experience supporting within the NIH community.
Responsibilities include:
Stakeholder Engagement:
Planning, coordination, execution, and facilitation of stakeholder interviews and collaborative requirements elicitation sessions to surface, synthesize, and document requirements.
Process Analysis:
Synthesizing complex end-user needs into workflow diagrams and other process visuals.
Assessing and documenting recommended areas for process improvement.
Requirements Documentation:
Collect, organize, and document end-user requirements, spanning high-level solution needs to technical specifications via Epics, User Stories, Technical Requirements, etc.
Mock-up Development:
Creating low-fidelity UI and/or process prototypes based on end-user IT and AI/ML needs.
IT Landscape Assessment:
Understanding existing IT and data systems to document interdependencies.
This role is temporarily remote due to COVID; Must be able to report onsite in Bethesda, MD upon client request.
Required Skills:
A Bachelor's Degree in an applicable/relevant fieldClearance:
must be eligible to obtain a Public Trust5 years of related professional work experienceMastery of fundamental business analysis skills and techniques - process mapping, stakeholder analysis, high level business requirement (Epics, Features, User stories), gap analysis, captures requirements, develop wireframesFamiliarity with IT software development lifecycle, analytical and data science methodologiesAbility to think strategically to effectively assess clients' situation and assemble service solutions to meet clients' needsDesired Skills:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
